EU Regulation 2021/2115sets down the rules on support for CAP Strategic Plans (CSPs), including the monitoring of the CSP implementation. It is expected that monitoring will be shared between the Managing Authority and a national Monitoring Committee (also relying – where relevant – on the inputs of regional Monitoring Committees), with the latter being responsible for monitoring the effectiveness of the implementation of the CSP. The importance attached to Monitoring Committees and their critical role in supervising the effective implementation of interventions across both funds under CSP was recognised by the members of the recentThematic Group on CAP Strategic Plans: Towards Implementation.The Thematic Group (TG) provided opportunities to exchange on the design and operation of Monitoring Committees as part of wider governance of CSP implementation. The TG also explored how inclusive Monitoring Committees are in terms of attracting appropriate representation from across the rural spectrum and ensuring there is appropriate capacity within the membership to ensure that all voices are heard, are on an equal footing and are valued by the Monitoring Committee as a whole.Aims of the meeting:Continue to share insights on good practices across the different aspects of Monitoring Committees operations (from current and previous programming periods).Discuss how National Networks could effectively support the operation of Monitoring Committees.Bring together conclusions that will inform the effective setting up and functioning of Monitoring Committees.
